8 Historic Apartment Blocks in Ciechanów to Undergo Thermal
Modernization
Implementation of investments funded by the so-called Swiss Funds is set to begin in Ciechanów. The city will modernize subsequent multi-family municipal buildings located on the following streets:

Moniuszki: 5/7 and 9/11

Narutowicza: 6/12

Okrzei: 1, 13, and 22

Wyzwolenia: 13

Hallera: 13/15
Today (January 20), the City Hall announced a tender to select contractors for these tasks.
"Such a large scale of work, combined with already completed investments and those currently underway, will visibly change the aesthetics and functionality of the 'Bloki' housing estate. Most importantly, the living conditions for residents will significantly improve. Thermal parameters will be enhanced, leading to savings in building maintenance. The entire cost will be covered by Swiss funds," emphasizes Krzysztof Kosiński, President of Ciechanów.
The buildings were constructed in the 1940s. Each of the eight objects is under heritage protection (conservator care). Having lacked renovation for many years, the common areas (staircases, entrances) have degraded, windows have worn out, and roofs and facades require urgent repair due to weather exposure.
Scope of work to be done, regarding the modernization project, includes:

replacement of roof coverings (including supplementation and repair of structural roof truss elements and insulation of roof surfaces and dormers with mineral wool),

replacement of window and door joinery,
-
thermal insulation of external walls to improve the energy efficiency of the buildings,
-
replacement of plinths and building bands,
-
insulation of foundation walls,
-
insulation of basement ceilings,
-
construction of rainwater drainage connections,
-
replacement of flashings,
-
ensuring room ventilation – clearing of ventilation ducts,
-
adjustment of internal installations in common areas (electrical, hydraulic, and sewage installations).
The renovation will cover the common areas of the buildings (staircases, hallways leading to apartments, and wooden stairs). The design guidelines assume the preservation and conservation of original interior and exterior fixtures and finishes. Lighting points in common areas will be replaced with energy-efficient lighting. Furthermore, the contractor will be responsible for constructing ramps for people with disabilities and renovating external stairs.
Additionally, for the buildings located at Moniuszki 5/7 Street and Narutowicza 6/12 Street, the project includes preparing the utility rooms for connection to the municipal district heating network.
Financing and Social Impact
The City owns 100% of the units in these buildings. Funding was secured through the Urban Development Program, totaling PLN 51 million. These funds will cover not only residential renovations but also the modernization of the Municipal Social Welfare Center (MOPS) and the preparation of crisis housing units. The Swiss funds aim is to support actions directed at preventing social exclusion.
Tender offers can be submitted to the City Hall until February 6, 2026.
