City to Support RES Installation and Window/Door Replacement

The City Hall is introducing new support programs for residents, providing subsidies for the purchase and installation of Renewable Energy Sources (RES) as well as the replacement of windows and doors. These programs are aimed at single-family homeowners who do not qualify for the national "Clean Air" (Czyste Powietrze) program, and at residents of multi-family buildings not covered by other national aid schemes. A needs assessment survey is currently underway to gather feedback from interested parties. The program will be fully funded by the Swiss Funds secured by the city authorities.

The City Hall is implementing further tasks under the Polish-Swiss Town Development Program, funded by the Swiss government. One of the key goals is to improve the energy efficiency of buildings owned by Ciechanów residents and to tackle energy poverty—a situation where households struggle to afford adequate heating, hot water, or electricity.

What do the new support programs offer?

The project plans to introduce new, local grant schemes that complement existing national programs. Support will be available to single-family homeowners ineligible for the "Clean Air" program, residents of multi-family buildings not covered by national aid. To the programme can apply natural persons who do not conduct business activities at the address of the subsidized property.

The support consists of two forms:

  1. Subsidies for the purchase and installation of RES for owners/co-owners of single-family residential buildings - defined as detached, semi-detached, terraced, or grouped buildings forming a structurally independent whole, with no more than two residential units or one residential unit and one commercial unit not exceeding 30% of the total floor area.

  2. Subsidies for the replacement of window and door openings for owners/co-owners of apartments in multi-family buildings.

Needs Assessment Survey

To diagnose the scale of needs and collect valuable information from residents, a research survey was launched today (February 13). Interested residents can complete it online to help the city tailor the program to real local needs. Feedback and comments will be collected until March 16.

A paper version is also available at the Resident Support Center (ul. Wodna 1, Stakeholder Service Office). The survey is anonymous and intended for informational and diagnostic purposes only—it does not constitute an application for funding. The collected responses will be used to establish clear and transparent program rules.
