SWISS-POLISH Cooperation Programme

As part of the Polish-Swiss Urban Development Programme—with the City of Ciechanów and its partner, the Municipality of Opinogóra Górna, as beneficiaries—thermal retrofitting has begun on a building in Kołaczkowo that houses municipal apartments. The work will also extend to the building's interior, where a social housing unit will be created in the space formerly occupied by a library. This initiative is part of a broader project aimed at combating social and energy-related exclusion among the residents of Ciechanów and the neighboring municipality.

The objective of the Polish-Swiss Urban Development Programme is to reduce socio-economic disparities within the European Union. Non-repayable financial assistance, provided through Swiss funds, makes it possible to support the residents of Ciechanów and the Municipality of Opinogóra Górna, which is partnering with the city on this project.

Thermal modernisation of a building in Kołaczków

In Kołaczków, thermal retrofitting and renovation work has begun on a building containing municipal housing. Constructed in 1930, the building formerly housed facilities such as a local health center. It is currently home to five families, and also contains vacant spaces previously occupied by the local municipal library.

The project encompasses both exterior and interior improvements. The foundation walls will be insulated with polystyrene and damp-proofed. Once the external walls are insulated, a new facade will be applied. Worn-out entrance doors will be replaced with new aluminum units, and new windows and windowsills will be installed.

The renovation, aimed at improving the building’s thermal and technical performance, includes insulating the attic floor with mineral wool, installing a wooden framework, and laying an OSB subfloor.

A concrete-paved perimeter apron will be constructed around the building, along with new stairs and a ramp featuring steel railings. Additionally, new light fixtures will be installed on the exterior walls.

New crisis accommodation units

The premises of the former municipal library, currently disused, will be renovated and adapted into a new social housing unit.

After removing the existing floor layers and plaster, new ones will be installed. The space will be partitioned with interior walls and painted. Doors, fixtures and fittings (including a stove, a sink unit, a shower tray with an enclosure, and toilet facilities), as well as lighting, will be installed.

The work will also cover electrical, plumbing, central heating, and ventilation systems (including the repair of wall penetrations for these installations).

The new social housing unit will be equipped with a heat pump.
Swiss funding to combat social exclusion

The renovation of a multi-family building in Kołaczkowo is being carried out with the support of a non-repayable grant from the Swiss government. The Municipality of Opinogóra Górna will receive 2.6 million PLN for this purpose. Under the same project, 51 million PLN has been allocated to Ciechanów. In Ciechanów, the funds are earmarked for investment projects—including the renovation of historic multi-family residential buildings in the "Bloki" estate—as well as a comprehensive package of social programs for residents of all ages. These include free psychiatric support, psychological counseling, a "handyman" service (*Złota rączka*), and the provision of rehabilitation equipment for home use.

Additionally, residents facing energy poverty will be eligible for grants to support the installation of renewable energy systems (RES) in single-family homes, as well as the replacement of windows and doors in multi-family residential buildings.

These activities are carried out as part of the project "Strengthening social and environmental protection systems in Ciechanów and parts of its Functional Urban Area," co-financed by the Swiss Funds, which support the reduction of economic and social disparities within the European Union.
